All my steam games download in tiny bursts

All my steam games download in super tiny, really spread out chunks. I've been trying to download DayZ for a week, it's only done 500MB.
Whenever I start the download, the activity does this 'staircase' thing, where it goes up, up, up, then down, down, down.
I get 5 minutes of no activity, then 500KB will download, then nothing.
However, in the top left, it will tell me that 'TOTAL'= much higher than the 'DOWNLOADED'=.

For example, right now it says TOTAL= 109.6MB

But it also says: DOWNLOADED: 82.6MB/5.0GB
I've reinstalled steam, changed download locations, throttled my speed, renamed client.blob, disabled my firewall,and opened up a lot of ports. None of this worked.
My internet worked perfectly for everything else, for example it downloaded Battlefield 4 from Origin in about 5 hours. What's going on, and can anyone help? Thanks.
EDIT: I've also just noticed that the download 'spikes' that happen seem to follow the same pattern. There's like 4 distinct shapes the bars make, and the activity always follows these 4/5 shapes. Weird.
